Bergstrom to serve as chair of Joint Committee on Administrative Rules

OKLAHOMA CITY – Sen. Micheal Bergstrom has been selected to serve as chair of the Joint Committee on Administrative Rules (JCAR) for the upcoming 59th Legislature.

"Agencies have the power in Oklahoma of making law through the rule making process. In the past all the agencies new rules would arrive on legislators’ desks in a giant omnibus bill, making it easy for bad rules to become law,” Bergstrom said. “JCAR was created to deal with this."

Senate Bill 913 created JCAR in 2021 to ensure a transparent process for approving or repealing rules. The bill was authored by Sen. Julie Daniels, who now serves as vice chair for the committee.

“JCAR is a way for the legislature to better review these rules to see if they align with legislative intent,” Bergstrom said. “I appreciate the opportunity to serve as the Senate chair of JCAR."
