Senator Rosino Secures Passage of Measure to Enhance Space Industry Development

OKLAHOMA CITY - Senate Bill 912, authored by Senator Paul Rosino, passed out of the Senate Aeronautics and Transportation Committee today, which will enhance the aerospace industry and will move the state closer to becoming more attractive to companies developing systems in the space industry development.

Senate Bill 912 restructures the Oklahoma Space Industry Development Authority (OSIDA) and brings it under the Oklahoma Department of Aerospace and Aeronautics (ODAA) while ensuring that the statutory powers and responsibilities of OSIDA remain in place.

The measure also adds two new “space focused” board members to the existing Aerospace and Aeronautics Commission which will be appointed by the Senate Pro Tem and the Speaker of the House. Under this new structure, Aerospace and Aeronautics Commissioners, who govern ODAA, will also become Board Members responsible for oversight of OSIDA’s statutory duties. Additionally, this new merged organization will create a more streamlined and efficient structure and regulatory environment for space industry growth at both the Air and Spaceport campus in western Oklahoma and throughout the rest of the state.

“The passage of SB 912 in committee is a strong signal that Oklahoma is ready to take the next step in aerospace and space exploration,” Sen. Rosino said. “Oklahoma’s aerospace and aviation industries have seen exponential growth and will continue to advance under the leadership at ODAA. However, when it comes to space, Oklahoma is currently underperforming, despite having ample resources and assets. Making these organizational changes will allow the Oklahoma Aerospace and Aeronautics Commission to apply their successful strategies to the space sector, further advancing our state and fostering economic growth, creating jobs, and positioning our state as a leader in space exploration.

“With today’s committee approval, we are one step closer to making Oklahoma a prime destination for aerospace companies and innovators. I look forward to continuing this momentum as the bill moves through the legislative process.”

By bolstering OSIDA’s authority and bringing in the technical and administrative resources of ODAA, SB 912 is designed to encourage private sector partnerships, expand aerospace technology development, and maximize the potential of Oklahoma’s spaceport infrastructure.

The bill now heads to the full Senate for further consideration.
