Senate Democratic Leader Kirt announces leadership team

OKLAHOMA CITY – Senate Democratic Leader Julia Kirt, D-Oklahoma City, has announced her leadership team for the 60th Oklahoma Legislature. Kirt and Democratic Caucus Chair Michael Brooks, D-Oklahoma City, were previously elected to their leadership posts by their fellow Senate Democrats. On Wednesday, Kirt announced her selections for the remaining leadership posts in the caucus.

Sen. Carri Hicks, D-Oklahoma City, will serve as assistant Democratic floor leader. Hicks, a professional educator, was first elected to represent Senate District 40 in 2018 and has previously served as caucus vice chair. Hicks will assist Kirt and Brooks in tracking procedures of the Senate floor and helping caucus members navigate the procedural and policy-making process on behalf of their constituents.

“Senator Hicks is a proven strategist who knows how to navigate the supermajority political environment,” Kirt said. “We need her strategic leadership because every Oklahoman deserves a strong voice at the Capitol. Senator Hicks will ensure that our caucus shows up every day to defend Oklahomans’ freedom.” 

Sen. Regina Goodwin, D-Tulsa, was elected to serve Senate District 11 in the 2024 election cycle after holding the House District 73 seat since 2015. She served as assistant Democratic floor leader in the House. Goodwin will serve as deputy assistant Democratic floor leader in the Senate.

Sen. Jo Anna Dossett, D-Tulsa, will serve as Democratic caucus whip during the 60th Legislature. Dossett, a professional educator, was first elected to represent Senate District 35 in 2020 and was reelected to her second term in the 2024 election cycle. The responsibilities of Dossett’s leadership post include taking caucus whip counts to determine membership position on legislation as well as other duties related to the administration of the caucus.

“Senator Goodwin has previously served in House leadership and has nearly a decade of legislative experience. At this point, in fact, she is one of the longest-serving members in the Oklahoma Legislature, known for advancing impactful legislation for not only her district, but for the entire state,” Kirt said. “Senator Dossett has identified important policy issues for Oklahoma and reached across the aisle to forward those efforts while working diligently within this caucus to make positive change. I appreciate our members’ willingness to take on these additional roles.”
